Community Equity: Investing in Community Health with Meta House
The ONB Community Equity team was established in 2015 and plays a critical role in community development and sustainability projects throughout Old National’s footprint.
Old National is a leader in making equity investments in the underlying projects that rehabilitate historic buildings, provide affordable housing, invest in low-income communities, and generate alternative energy. ONB Community Equity provides tax credit financing expertise:

Old National CDE Corporation: New Markets Tax Credit Allocations
Old National CDE Corporation (ON CDE), a subsidiary of ONB Community Equity, invests in community projects that increase quality community services and accessible jobs throughout highly distressed communities, particularly programing and projects that support healthy households.
Paired with ONB Community Equity’s New Markets Tax Credit investment capability, the Tax Credit Group uses several powerful tools to extend Old National’s reach to disadvantaged communities and businesses within our footprint.
Project Spotlight: Meta House Treatment Center in Milwaukee, WI
Founded in 1963, Meta House provides substance use and mental health treatment for women, especially pregnant and parenting clients. Services include inpatient and outpatient care, case management, and recovery housing.
Meta House Client Statistics
In 2024, Meta House served 331 women, 69 of whom were pregnant or postpartum, and 168 children across its continuum of care. The challenges of this population were significant:
- 93% had incomes under the federal poverty level
- 78% were unemployed
- 75% were homeless or unstably housed
- 91% had histories of trauma
- 89% had co-occurring mental health disorders
In conjunction with substantial private and public funding raised by Meta House, Old National Bank (through partnership with Forward Community Investments, First-Ring Industrial Redevelopment Enterprise) invested more than $10 million of New Market Tax Credit equity to assist Meta House with the construction of “Project Horizon”.
Project Horizon will create a new state of the art treatment center for Meta House and their patients, offering a bold solution that will:
- Double the capacity of Meta House’s residential program to 100 beds, increasing the capacity for residential, family-centered substance use disorder treatment in Wisconsin by 20%.
- Further strengthen families through a wide array of trauma-informed services.
- Broaden the scope of on-site services through partnerships & co-location, improving access for women and their children to vital services such as primary care, dental care, and Medication Assisted Treatment, an evidence-based best practice in the treatment of Opioid Use Disorder.
- Create a pipeline of mental health professionals through the expansion of Meta House’s robust internship program.
The need for Meta House’s services is great in Wisconsin, and Project Horizon will help the organization to serve substantially more women and children with comprehensive, family-centered treatment.
